New Leadership Competency Framework to support local government leadership development.
LG Professionals WA has released its new Leadership Competency Framework, providing a shared language for leadership across the Western Australian local government sector. 

Developed by the sector, for the sector, the framework supports leadership growth at every career stage and provides organisations with a practical tool to recruit, develop and retain exceptional leaders. 

It was developed through a rigorous co design process involving more than 450 professionals from more than 40 Western Australian local governments. Significant input from Band 3 and Band 4 CEOs means it reflects the leadership challenges and opportunities experienced across the profession. 

The framework provides practical guidance for individuals and organisations, supporting leadership reflection, personal development planning, performance and development conversations, mentoring and succession planning. 

It’s built around four interconnected leadership domains: 

Leading Self 
Building self-awareness, resilience and personal effectiveness. 

Leading Others 
Inspiring, developing and supporting people to succeed. 

Leading Performance 
Delivering outcomes through collaboration, accountability and continuous improvement. 

Leading Strategy 
Shaping the future through vision, innovation and strategic thinking. 

Together, these domains are supported by eight core competencies and 92 observable behaviours, providing practical guidance for leadership development across the sector. 

The framework is the first major initiative delivered under the LG Professionals WA Strategic Plan 2026 to 2029. It supports the vision of empowering every local government professional to thrive, lead and make a positive difference in their community.
